[oasis-members] Configuration Change for OASIS Members

The configuration of the OASIS Members list has been changed to 
default replies to the original sender of a message. The pervious 
configuration defaulted replies to the list itself.

If you wish to have a reply posted to the full list, you must 
explicitly include the list address in your message. Many email 
programs have a "Reply All" feature to make this easier. You could 
also just cut-and-paste the address into your message's To field.
